A quorum was declared present.

Closed Session

At 5:02 p.m., motion was made by Bohlen, seconded by Archie, to adjourn to Room 109 for closed session to discuss:

 The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

 Student disciplinary case.

ROLL CALL VOTE--Ayes: Archie, Bohlen, Gathing, Shea, and Works. Nays: none. Motion carried.

The closed session was adjourned at 6:55 p.m.

At 7:06 p.m., the regular session was reconvened with Darrell Williams not in attendance.

Dr. Walters reported the following information:

 The Christensen Institute reached out to ISBE to ask for nominations for five schools to be included in its Canopy Survey, an index of innovative Schools that offer learning experiences designed with students at the center. ISBE nominated Taft Primary School for its

work on Defined STEM and based on their school’sISBE storytelling platform.

ISBE thanked Taft School for their dedication and creativity in support of students. They are also appreciative of the opportunity to highlight their work in a national network of peer-to-peer learning.

Edison

Donations

  •   Edison would like to thank the Youth Uplift Ministry for donating over 100 pairs of gloves and hats to their students.
  •   Risser Neighborhood Association donated money to Edison to help purchase new uniform shirts and pants for their students.
2. Freshman Instruction - Mrs. Felice Hybert and Mr. Tom Gaffney

Mrs. Felice Hybert, Assistant Superintendent for Curriculum, and Mr. Tom Gaffney, a coach with building21, gave a dynamic presentation on freshman instruction, explaining competency- based learning. Mrs. Hybert said the foundation for this work came from the community in making sure all our high school graduates have the skills to be successful in the jobs that are available right here in Kankakee County. They provided data from 2002, 2016, and 2018. The district’s student were below the national average on their ACT and SAT scores. In addition, 55% of past students enrolled in a two or four-year university had to pay money and use time to take a college remediation course. Mrs. Hybert said as educators, administrators, and community, we should have provided these skills for our students. Mrs. Hybert said this is exactly why we are engaging in this hard work of introducing competency-based learning. The data provided proved that students have disengaged in the traditional school setting and need a change.

Mr. Gaffney explained the competency-based model grading where traditional grades are not given; students are graded on growth. The competency-based model makes it extremely transparent where a student is right now and how much they have to grow to get ready. Mr. Gaffney said he wants the district to have hope that the students coming into ninth grade, not quite prepared for high school, that instead of a growth that is linear, there will be a slow steady incline and after a year and a half in, they will start shooting up. The whole purpose of this model is to learn about every student and know exactly where he or she are and then help them get better.

Principal’s Report – Cheryl O’Leary, Principal, Edison Primary School

Ms. O’Leary stated that Edison has targets this year that include the facility, staff, students, instruction and the results. She spoke of their remodeling projects, technology updates, uniformity, being cost effective and the staff. Ms. O’Leary said her staff is the heart of Edison. They work as a team, are goal oriented and dedicated to improvement. Mrs. O’Leary said the students have the chance to participate in Student Government, monthly Olympics, King of Multiplication, Tie Tuesday, Keys to Success, Basketball and Girls on the Run.

Mrs. O’Leary shared data that showed growth from 2017 to 2019. She said their ultimate goal is graduation.

Mrs. O’Leary introduced her staff that were present and honored Shirley Bailey, who was unable to attend, but is retiring at the end of the school year after serving the District for 33 years.

2. Recommendation for Administrative Appointments and Salary Increases for the 2018- 2019 School Year

The administrative appointments and salary increases for the 2018-2019 school year were presented for approval.

Motion was made by Works, seconded by Shea, to approve the administrative appointments and salary increases for the 2018-2019 school year as presented. ROLL CALL VOTE--Ayes: Gathing, Shea, Works, Archie, Bohlen, and Wells. Nays: none. Motion carried.

3. Recommended Expulsion - Case No. 001-18-19-001

President Wells asked for a motion to approve to modify the recommendation for expulsion in abeyance conditional upon student having no presence in our schools without advance approval from the Superintendent from where attendance of special event can be requested, as presented for case number 001-18-19-001.

Motion was made by Gathing, seconded by Shea, to approve to modify the expulsion as presented. ROLL CALL VOTE--Ayes: Shea, Works, Archie, Bohlen, Gathing, and Wells. Nays: none. Motion carried.

Old Business

1. Resolution Authorizing Reclassification of Assistant Principal and Reassignment to a Classroom Teaching Position (See Insert B.)

Motion was made by Gathing, seconded by Bohlen, to approve the Resolution authorizing reclassification of assistant principal and reassignment to a classroom teaching position as presented. ROLL CALL VOTE—Ayes: Works, Archie, Bohlen, Gathing, Shea, and Wells. Nays: none. Motion carried.

2. Resolution Approving an Intergovernmental Agreement Between the City of Kankakee and Kankakee School District #111 Regarding the Cost Sharing of the 2018 Cops School Violence Prevention Program in the Amount of $500,000 (See Insert C.)

Motion was made by Gathing, seconded by Works, to approve the Resolution Approving an Intergovernmental Agreement between the City of Kankakee and Kankakee School District #111 as presented. ROLL CALL VOTE – Ayes: Works, Archie, Bohlen, Gathing, Shea, and Wells. Nays: none. Motion carried.
