Village of Jerome Board of Trustees met  May 2.

Here is the agenda provided by the board:

Call to Order President Lopez called the May 2, 2019 meeting of the Village of Jerome Board of Trustees to order at 6:30 pm.

Pledge of Allegiance President Lopez led all those present in the Pledge of Allegiance.

Swearing in of Newly Elected Trustees Judge Raylene Grischow swore in Trustees Dale Lael, Kathy DeHart, Leigh Irons, Christina Smith and Ralph Irons.

Appointment of Trustee to Vacant Seat A motion was made by Trustee Lael to approve the appointment of Jake Tripp to the remaining two years of the trustee position vacated when Christina Smith took her elected position. The motion was seconded by Trustee Smith.

The motion carried.

Approval of Minutes

April 18, 2019 Regular Meeting Minutes A motion was made by Trustee L. Irons to approve the Minutes of the April 18, 2019 Regular Meeting of the Board of Trustees. The motion was seconded by Trustee Lael.

Roll Call Vote: Ayes: Trustee Lael, Trustee De Hart, Trustee R. Irons, Trustee Tripp, Trustee Smith, Trustee L. Irons

The motion carried.

Approval of Warrant List 20-01 Treasurer Roth noted that Warrant List 20-01 dated May 2, 2019 totaled $13,194.02. Treasurer Roth added that of this amount $5,946.92 will be paid from the General Revenue Fund, $6,591.00 with be paid from the Motor Fuel Tax fund, $224.09 will be paid from the DUI Fund, and $432.01 will be paid from the Water Fund.

A motion was made by Trustee L. Irons to approve Warrant List 20-01 dated May 2, 2019 for a total of $13,194.02. The motion was seconded by Trustee Lael.

Visitors Acknowledgement President Lopez opened the Visitors Acknowledgement portion of the meeting at 6:42 pm.

Dave Duvall said that several people on Evergreen Court want streetlights installed. Kids have started jumping the fence from the apartment complex again.

President Lopez said that he has contacted CWLP about installing a streetlight on Evergreen Court and he will talk to the Jerome police about the kids jumping the fence.

This portion of the meeting closed at 6:43 pm.

Reports from Village Departments

A. Public Health Trustee L. Irons reported the following:

There are still a lot of leaf bags out. She contacted Waste Management about the confusion with free yard waste pickup in Springfield. Residents will need to call the local Waste Management office to arrange to have yard waste picked up.

She called Lake Area Disposal regarding the free pickup that Springfield has, paid for with a specific fee for this purpose on CWLP bills. This charge should only be applied to

Springfield residents or to people receiving water directly from Springfield. Several fire pit applications were received. She will be contacting residents with limb piles out to give them a chance to take care of the limbs before fines are imposed.

B. Public Works Trustee Tripp reported the following:

Road patching began on April 22nd However, the Durapatcher is less effective in the rain so the weather has slowed down work. The Public Works staff is working on the bigger areas first, focusing now on lles Avenue. This patching will be permanent and the potholes will not return next year. Trustee Tripp asked everyone to be careful when driving near the work areas.

C. Public Property Trustee De Hart reported the following:

She is working with the Public Works Supervisor to prioritize projects for the new fiscal year.

Work continues on organizing books at the Library.

• A 6th grade student who wants to be a librarian and her mother signed up to volunteer at the Library.

D. Building & Zoning Trustee Lael reported the following:

• Oh Icee opened on Saturday and has been overwhelmed with business.

• He has received the plans for Pizza Hut at the Jerome Mini-Mall. This will be take-out service only, rather than a sit-down restaurant. There are two food-oriented businesses that may also go into the Jerome Mini-Mall. Development of the former AT&T property is still in the works. The owner asked for verification that the property is zoned B-2.

E. Public Safety President Lopez reported the following:

• The Jerome Police are actively patrolling the Village.

• The Department participated in a community outreach program, Coffee with a Cop, at the Hardee's on Wabash Avenue. He reminded everyone to lock their vehicles.

F. Water Department President Lopez stated there was no report,

G. Village Treasurer Treasurer Roth reported the following:

• No revenues have been received yet this month,

• Checks for the April 18th warrants were mailed out right after that meeting. Payroll was met for April 30th Checks will be mailed out following this meeting.. The balances of various accounts are approximately as follows:

> Illinois Funds General Revenue Account - $269,090

► Motor Fuel Tax Fund - $32,089 > INB General Revenue Account -$29,560

> INB Water Account - $357,452

• He is working with INB on getting the check validation machine to facilitate on-site deposits. It may be installed on the Treasurer's computer.

H. Village Clerk Clerk Wheeland stated she had no report.

I. Village Attorney Attorney Brokaw reported the following:

Ordinances and agreements for purchase and installation of smart water meters were approved at the last meeting. Legal review of the associated documents is underway.

J. Village President President Lopez reported the following:

He thanked Trustee Lael for handling the last Board meeting in his absence. He is working with the City of Springfield regarding the free leaf pickup they provide with

fees assessed on water bills. Since some Jerome residents purchase water directly from the City they may be eligible for this service. Mayor Langfelder has offered to assist the Village in working with Waste Management to resolve the issue of that company refusing to pickup yard waste from customers in Jerome. He thanked Brian Hendricks for his hard work as the Water Trustee. During this fiscal year the budget will be reviewed on a quarterly basis to assess the ongoing impact of Shop 'n Save closing. If a new retail business opens there, we expect a lag of two to three months before receiving sales tax revenues.. There is no news on the fate of the Shop 'n Save property.

The July 4th Parade will be held on July 4th, a Thursday. The first Board meeting in July will be moved to Wednesday, July 3rd.

Old Business

A. Discussion and Approval of West Grand Court Plans to be sent to IDOT for Bid President Lopez noted that the West Grand Court reconstruction project was discussed at several meetings. This vote by the Board is a formality required to forward the plans to IDOT for review.

Trustee Tripp said this project was a long time coming. It has been a couple of years in the works. West Grand Court is in very bad condition and must be rebuilt. The longer it is put off, the more expensive it will be to fix. Ditches will be regraded and culverts upgraded along Fillmore Street.

A motion was made by Trustee Tripp to approve sending the plans for West Grand Court to IDOT. The motion was seconded by Trustee Lael.

New Business

A. Appointment of Trustee to Vacant Seat This item was addressed before Roll Call at the beginning of the meeting.

B. Discussion and Approval of Ordinance 20-01 Authorizing Village Expenditures

Pending Adoption of Annual Appropriation Ordinance Attorney Brokaw explained that the appropriations ordinance for FY 2020 would be approved at the next meeting. Under municipal law the Board must approve expenditures in the meantime.

A motion was made by Trustee Lael to approve Ordinance 20-01 authorizing Village expenditures pending adoption of the annual appropriations ordinance. The motion was seconded by Trustee DeHart.

C. Discussion and Approval of Ordinance 20-02 Amending Section 300.7-13 Changing the Number of Liquor Licenses in the Village of Jerome Attorney Brokaw explained that at the last meeting Salvadore Lopez had requested a liquor license for a restaurant he plans to open in Jerome. There are no licenses available so the ordinance must be changed to increase the number of restaurant liquor licenses from four to five.

A motion was made by Trustee Lael to approve Ordinance 20-02 amending Section 300.7-13 changing the number of liquor licenses in the Village of Jerome. The motion was seconded by Trustee DeHart.

D. Discussion and Approval of Retention of Pehlman and Dold to Conduct FY 2019 Audit Treasurer Roth explained that for the last several years the Village has used Pehlman and Dold to conduct the annual audit. They will come in June to conduct the audit for FY 2019 with the final audit expected to be available in August. There is a slight increase in their fee, but we have not seen an increase in a while.

A motion was made by Trustee L. Irons to retain Pehiman and Dold to conduct the FY 2019 audit. The motion was seconded by Trustee DeHart.

E. Discussion and Approval of Purchase of New Tires for Green Ford F-250 Trustee Tripp said the tires on the F-250 are worn and need to be replaced. The cost is $732.54

A motion was made by Trustee Tripp to approve the purchase of new tires for the green Ford F 250 for $732.54. The motion was seconded by Trustee L. Irons.

F. Department Assignments for Village Trustees President Lopez presented the following list of department appointments.

A motion was made by Trustee Lael to approve the department appointments. The motion was seconded by Trustee DeHart.

Executive Session

The Board did not go into executive session.
