Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:01 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance - Led by Owen Serafini-Duax, a sophomore at BBCHS.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Village Treasurer Ron Riebe, Village Administrator Mike Van Mill, and Village Attorney Patrick Dunn.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from July 15, 2019

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from July 15, 2019.

3. REPORTS FROM COMMISSIONS AND ADVISORY BOARDS

Action, Reports: A. July Planning Commission/Zoning Board of Appeals

Assistant Administrator Laurie Cyr read the findings and recommendations report from the July 25, 2019 Planning Commission/Zoning Board meeting in regard to Case #'s 19-Z-004, 19-Z-005 and 19-Z-006.

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to accept the report from the Planning Commission.

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the base bid by Gallagher Asphalt Corporation of $84,860.50.

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Following the first reading by Clerk Simeur, a motion was made by Trustee Angie Serafini, second by Trustee Randy King to suspend the rules and have a second reading of Ordinance 19-2163 tonight.

Trustee Serafini gave an overview of said Ordinance in regard to two old Village signs.

Information: A. Trustee Greenlee asked Chief Phelps to give an update on police events:

> Bears Camp today was Military Appreciation Day and many of our officers attended. Tuesday, August 6th First Responders will be recognized at camp.

> Tuesday, August 6th - National Night Out will start at 4:00 PM which will be held at Perry Farm

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Action, Resolution: A. RESOLUTION NO. 19-1372 - A Resolution Awarding a Contract for the 2019 Curb Repair Program to Kankakee Valley Construction Company Inc.

Motion by Trustee Randy King, second by Trustee Jack Littrell to table Resolution No. 19-1372.

Information: A. Trustee King read a memo from Director Mike Chamness on Public Works items that are being addressed:

> Gallagher Asphalt - the overlay program should be done by Wednesday. Will need to finish spray patching and A1 tar and chip.

> Retention ponds are being cleaned

> Reminder to residents to not blow their grass into the street, it causes the drains to clog up

> Park mowing continues

> R&R Inc. should be starting the work on Bethel Drive this week

Action, Ordinance: A. ORDINANCE NO. 19-2164 - An Ordinance Amending Chapter 3, Article 1, Section 35-19(c) Regarding the General Discharge Prohibition Section of the Municipal Code of the Village of Bourbonnais, Illinois (FIRST READING)

Following the first reading by Clerk Simeur, a motion was made by Trustee Jack Littrell, second by Trustee Jeff Keast motion to suspend the rules and have a second reading of Ordinance 19-2164 tonight.

18. PUBLIC COMMENTS

> Shawn Fearce a resident from the Cobblestone Subdivision spoke on behalf of his neighbors thanking the Planning & Zoning Board of Appeals for taking their concerns into consideration at their July 25th meeting, and they have already seen improvements being made by the developer.

> Halina Guimela spoke in response to the Ordinance 19-2164 about disposing unused prescriptions at Riverside Hospital in Bourbonnais so people will stop flushing them down into the sewer system - which will now be a violation. Chief Phelps stated that the police department accepts them too, and will be getting a bigger receptacle soon.

> Resident who lives near Route 45 & 6000 N Road stated there is a big cut or dip in the entrance of their neighborhood and is afraid his car will be damaged when driving over it. Mayor Schore responded he will look into this with Public Works.
