Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore.

Procedural: A. Pledge of Allegiance - Led by Detective Andy Cox, Sergeant Brent Barrie & Patrolman Davis Domagalski.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Jeff Keast, and Trustee Jack Littrell. Also in attendance, Village Treasurer Ron Riebe, Village Administrator Mike Van Mill, and Village Attorney Patrick Dunn. Absent: Trustee Randy King and Trustee Angie Serafini.

2. APPROVAL OF MINUTES

Action, Minutes: A. Public Hearing and Regular Board Meeting Minutes from July 1, 2019

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Public Hearing and Regular Board Meeting Minutes from July 1, 2019

Final Resolution: Motion Carried

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Leadership Recognition for Sergeant Brent Barrie

> Chief Phelps recognized Sergeant Barrie on recently completing an intense 400-hour accreditation program at Northwestern University's School of Police Staff & Command for law enforcement executives on May 10, 2019.

B. Life Saving Recognition for Detective Andy Cox & Patrolman Davis Domagalski

> Chief Phelps recognized Patrolman Domagalski a two-year patrolman and Detective Cox an 18-year law enforcement veteran who also serves as a paramedic on the Multi-Agency Emergency Response team, for both administering emergency life-saving techniques on unresponsive individuals on two separate occasions.

3. REPORTS FROM COMMISSIONS AND ADVISORY BOARDS - None

4. BIDS AND QUOTES

Action, Bids: A. 2019 MFT Group 9 Bids

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the low bid by MAC Paving Inc. of $3,049.50.

Final Resolution: Motion Carried

Action, Bids: B. 2019 Curb Repair Program Bid

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to bring the 2019 Curb Repair Program bid back to the Finance Committee for further review and consideration.

Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consider Approving Accounts Payable July 15, 2019

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Final Resolution: Motion Carried

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 19-2160 - An Ordinance Declaring Certain Property as Surplus and Authorizing its Sale, in the Village of Bourbonnais, Kankakee County, Illinois (SECOND READING)

Motion by Trustee Bruce Greenlee, second by Trustee Rick Fischer to read Ordinance No. 19-2160 by title only.

Motion Carried

Administrator Van Mill gave an overview on said Ordinance.

Motion by Trustee Bruce Greenlee, second by Trustee Rick Fischer to adopt Ordinance No. 19-2160.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Information: A. Trustee Keast gave an update on the building department:

> 520 total permits Year To Date issued versus 480 last year, the value is almost $2 million higher than last year

> 16 new construction home permits Year To Date versus 12 from last year, the total value of construction is $1.3 million higher than last year

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: C. Trustee Greenlee asked Chief Phelps to give an update on upcoming police events:

> Thursday & Friday, July 18 & 19 - Popsicles with Police at the Bourbonnais Library 1:00 PM

> Friday, July 19 - Coffee with a Cop at Starbucks at 11:00 AM

> Friday, July 19 - Friday Night Lights at Brickstone Brewery at 5:00 PM

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. In the absence of Trustee King, Trustee Keast read a memo from Director Mike Chamness on Public Works items that are being addressed:

> West Nile Virus testing was done at the BBYSL field on Career Center Road, no positive results. Mosquito spraying continues throughout the Village.

> Finished storm brush pick up - worked 7 days straight with 5 employees and 64 dump truck loads of brush disposed. Starting Wednesday, July 17 they will resume our normal pick up dates.

> Reminder to residents to not blow their grass into the street, it causes the drains to clog up

> Still trying to catch up on the mowing schedule

> Dry retention ponds are finally drying up, so we will chop down the weeds and fine cut with the mowers

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Trustee Littrell gave an update that street restoration from the sewer interceptor is close to being completed

> 6000N Road, slow progress being made up there

13. VILLAGE ADMINISTRATOR'S REPORT - Michael Van Mill

Information: A.

> Spoke with our consultant Teska & Associates today to start the updating process for the Comprehensive Land Use plan, will put together the strategy for the future land use of the Village

> Assistant Village Administrator Laurie Cyr has put together the RFP for the Municipal Campus plan, and we will be accepting proposals over the next few weeks and will go over at the next CED Committee meeting

14. VILLAGE ATTORNEY'S REPORT - Patrick Dunn - None

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Information: A. Mayor Updates:

> Friday Night Lights will be at Brickstone Brewery Friday, July 19, 2019 5:00-10:00 PM

> Annual Joint Meeting with BESD #53 will be held Monday, July 22, 2019 at 6:00 PM in the Community Room

16. NEW BUSINESS -

Information: A. Trustee Littrell questioned lights being on during the day - Mayor replied either the timer is off and will be re-set or testing was being done

17. OLD BUSINESS - None

18. PUBLIC COMMENTS

A resident who lives at 502 Stockton Heights Drive - is requesting the completion of sidewalks in his neighborhood to help avoid a pedestrian from getting hit by a speeding car if they are not walking on the street.
