Regular Meeting July 22, 2019

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order on Monday, July 22, 2019 at 6:30 p.m. at the Bradley Municipal Hall. Mayor Watson presided. Roll call: Trustee's Redmond, Barber, LeBran, Westphal, Billingsley and Watson were all present.

AGENDA 

Trustee Redmond wanted speed bumps added to the agenda under Unfinished Business. A motion was made by Trustee Barber and seconded by Trustee Billingsley to approve the Agenda with the changes. (6 ayes O nays) Motion carried.

PRESENTATION OF MINUTES 

A motion was made to approve the Regular Board Meeting minutes for July 8, 2019 by Trustee Billingsley and seconded by Trustee LeBran (6 ayes O nays) Motion carried

PRESENTATION OF COMMUNICATION 

Mayor Watson read a letter from Tim Nugent Village of Manteno President to the Village of Bradley and Terry Memenga. Thanking them for the use of a chipper and Village Truck and they had a storm come through their community.

PRESENTATION OF PETITIONS

There was none

PUBLIC COMMUNICATIONS 

There was none

PRESENTATION OF BILLS AND ACCOUNTS 

A motion was made by Trustee Lebran and seconded by Trustee Barber to pay all bills and accounts as printed and presented. (6 ayes O nays) Motion carried.

REPORT OF SPECIAL COMMITTEES 

There was none

REPORT OF STANDING COMMITTEES PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE PARKS/COMMUNITY EVENTS

1. Terry Memenga spoke in regards to Acting Out Theater thanking the Village of Bradley for all of their work in making the performance a success. 

2. Trustee Billingsley spoke in regards to a sewer grant that was discussed in July meeting.

PUBLIC SAFETY: FIRE & POLICE 

Chief Keener gave his June 2019 Fire Department Report this will be available on the Village website. 

Chief Keener spoke in regards to the Bradley Fire Department receiving a $14,000 grant from Firehouse Subs.

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES 

Finance Director Romo spoke about the lease of property from the Village of Bradley for a new KRMA plant. He advised that he is voting against as they do not even have blueprints done yet for the facility. He also spoke about fees that he will be bringing up to the KRMA board as well.

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING 

There was none

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT 

A motion was made to waive the 2nd reading 0-7-19-1 an Ordinance amending Chapter 10 (Buildings and Building Regulations), Article V (Fences), Section 10-330 (Regulations; inspections of the Bradley Code (1st reading) (4 ayes 2 nays) Motion denied for lack of majority. The second reading will be held at the next meeting on Monday, August 12, 2019.

UNFINISHED BUSINESS

Trustee Redmond inquired about the speed bumps and Chief Johnston advised that the speed survey was not completed yet.

NEW BUSINESS

A motion was made to go into Executive Session at 6:55 p.m. by Trustee Redmond and seconded by Trustee Westphal to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining, regarding 5ILCS/120/2/c 1, 2 &11 (6 ayes O nays) Motion carried.

ADJOURNMENT 

A motion was made by Trustee LeBran and seconded by Trustee Westphal to adjourn the meeting. The meeting was adjourned at 7:47 p.m. on a unanimous aye vote.
