Village of Chebanse Village Board met Feb. 17.
Here is the minutes provided by the board:
Mayor Mathy called the regular Village Board meeting to order at 7:00 pm on February 17, 202- and announced that the Village would be taping and Kathy Washington from the Advocate would be taking notes.
The following Trustees were present: Trustee Kohler, Trustee Odle, and Trustee Snyder. Trustee Beherns, Trustee Perzee and Trustee Randles were absent. Also present were Mayor Mathy,
Attorney Brian Hiatt, Clerk Pasel and James Smith from Maintenance.
The Pledge of Allegiance was led by Mayor Mathy
APPROVAL OF REGULAR MINUTES: A motion was made by Trustee Snyder and a second by Trustee Odle to approve the January 20, 2020 Board meeting minutes. Vote:

James stated that Pittsburg Tank wanted to come January 30th to do the inspection of the water tower. James asked them to wait until it’s warmer.
James made up a flyer for Culpepper and Merriweather Circus that is coming in June. It will be on the website as well as posted around town.
NEW BUSINESS:
ORDINANCE NO. 20-01 DETERMINING PARCEL NO. 03-14-277-005 AS COMMERCIAL, BUSINESS DISTRICT B-2. A motion was made by Trustee Snyder and a second by Trustee Odle to adopt Ordinance No. 20-01, An Ordinance Determining Parcel No. 03-14-277-005 as Commercial, Business District B-2. Vote:

ORDINANCE NO. 20-03 EXTENDING THE AUTHORIZATION TO AMEREN ILLINOIS TO CONSTRUCT, OPERATE AND MAINTAIN AN ELECTRICAL SYSTEM. A motion was made by Trustee Kohler and a second by Trustee Snyder to adopt Ordinance No. 20-03, Extending the Authorization to Ameren Illinois to Construct, Operate and Maintain and Electrical System. REQUEST FOR ZONING CHANGE FROM AMERICAN LEGION: A request for rezoning letter was submitted by the American Legion. The Legion would like to have the entire Legion Park rezoned to B-2 Business District. It is currently zoned as R-1 Residential. The request will be referred to the Planning Committee.
ZONING MAP: Tabled until March 16, 2020 meeting.
AUDIT: Mayor Mathy informed the Board that he and Julie had met with the auditor. The audit took a little longer this year due to all of the new setup and the first time that they have audited for us. Amy reported that everything looked good. Her only recommendation was to do capital assets for the General Fund. (The Water and Sewer Funds have capital assets already set up).
This would include all of our Roads, Civic Center, Community Building etc. The one-time cost would be between $5,000.00 and $10,000.00. She stated that it would make our audit complete and look better. Accepting the audit and further discussion on the capital assets will be on the March 16, 2020 agenda.
DOG VIOLATIONS: Julie informed the Board of the all the complaints as well as all of the correspondence of a resident’s continual dog barking. (Locust St.). He has been issued 2 fines of which he stated the situation has been dealt with and he would not be paying any fines. He has been sent the Animal Control Ordinance and the Penalties Ordinance associated with any violations. Mayor Mathy asked Attorney Hiatt what we do to enforce the ordinances. Attorney Hiatt recommended that a certified, return receipt letter under the Nuisance Ordinance be sent to the resident explaining that we can and will continue to fine him as well as place a lien against his home, give him an additional 10 days to respond.
AURORA PARTS QUOTE: A motion was made by Trustee Odle and a second by Trustee Snyder to approve the Rebuild Kit, Impeller and other parts needed from Aurora Parts, not to exceed $5,000.00, to be taken out of the General Fund. Vote:

LIQUOR LICENSE VERBIAGE: Mayor Mathy would like the Board to consider removing the language about “the applicant presently maintains a residence in the Village and has maintained the residence a period of one year prior to submitting an application.” In the eligibility for a liquor license. Attorney Hiatt stated the State has removed the citizenship requirement. If it’s a person, you have to live within the jurisdiction. If it’s a corporation, or a partnership, the requirement does not apply. No action was taken.
