The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by Board President Rob Rodewald at 7:00 PM at Administrative Office, 281 W John Casey Road, Bourbonnais, IL.

1.02 Pledge of Allegiance

1.03 Roll Call The following members were physically present at said location: Kelly Dunnill, John Hall, Jamie Freedlund, Rich McBarnes, Jayne Raef, Rob Rodewald. Nicole McCarty entered at 7:01 pm.

The following members were allowed by a majority of the members of the Board of Education in accordance with and to the extent allowed by rules adopted by the Board of Education to attend the meeting by video or audio conference: None. No member was not permitted to attend the meeting by video or audio conference.

Public Act 101-0640, allows a public body to hold “an open or closed meeting by audio or video conference without the physical presence of a quorum of the members” during a public health disaster.

The following members were absent and did not participate in the meeting in any manner or to any extent whatsoever: None.

Communications from Co-BEA Presidents: Lauren Lundmark addressed the Board with comments from the BEA. Mrs. Lundmark thanked the teachers and administration for a successful start to the 2020-2021 school year. The teachers (in-person and remote) have worked really hard to ensure that they were ready for students on day one.

3.02 Communications from/to Visitors – There was one parent comment regarding keeping students in session.

3.03 Communications from/to Board - There were no communications to/from the Board.

3.04 Communications from/to Administration- Principals spoke about the successes of the start of school. Discussion followed.

5.01 Quarterly Financial Report-End of Year - Dennis Crawford, CSBO

Mr. Dennis Crawford, CSBO presented the proposed 2020-2021 tentative budget. Mr. Crawford compared the 2019-2020 final budget’s revenues and expenses to the 2020-2021 proposed budget. The 2020-2021 budget is in deficit spending of ($405,687).

Discussion followed.

Motion by Rich McBarnes, second by Rob Rodewald to approve the 2020-2021 Preliminary Budget to be posted on 30 day inspection/review for adoption in September and schedule Budget Hearing for September 29, 2020 at 7:00 PM. 6. Mission of Bourbonnais Elementary School District #53 is to: Provide a safe learning environment with innovation instructional practices.

6.01 Approval of Special Education Staffing Services Agreement w/Therapy Travelers 2020-2021 - Dr. Ehrman, Superintendent

Dr. Ehrman, Superintendent presented the need for using a third party agreement for Special Education positions that were unfilled at the start of the 2020-2021 school year. There were 7 Special Education open positions, the District was able to fill 6. Discussion followed.

Motion by Jayne Raef, second by Nicole McCarty to approve Special Education Staffing Services Agreement w/Therapy Travelers 2020-2021 as presented. 7.01 Authorization to create a class for Adults called "Bridging the Gap" - Mr. Shannon Swilley, Upper Grade Principal

Shannon Swilley, Principal presented the creation of a class for adults called Bridging the Gap for discussion of race relations. The class is based on history, equity, and community relations.

Motion by Jamie Freedlund, second by Rich McBarnes to authorize District to create a class for Adults called "Bridging the Gap" - Mr. Shannon Swilley, Upper Grade Principal presented. 7.02 Enrollment Numbers Update - Dr. Adam Ehrman, Superintendent

Dr. Ehrman presented 2020-2021 enrollment options and how it affects instruction. Dr. Ehrman discussed the current in-person versus remote learners. The total enrollment is lower than last year. Dr. Ehrman also discussed how District, Regional and Countywide metrics are affecting decisions. Discussion followed.
