Regular Village Board Meeting 

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Patrolman Jonathan Boudreau

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Mike Van Mill

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from June 29, 2023

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from June 29, 2023.

Action, Accounts Payable: A. Finance Committee - Consideration of the July 17, 2023 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Action, Ordinance: B. ORDINANCE NO. 23-2394 - An Ordinance Making Appropriations for Corporate and Other Purposes of the Village of Bourbonnais, Kankakee County, Illinois for the Fiscal Year Ending April 30, 2024 (SECOND READING)

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Ordinance 23-2394 by title only. Motion Carried

> Following the second reading by Clerk Simeur, Finance Director Tara Latz stated this is the Village's Annual Appropriations Ordinance for fiscal year 2024 which establishes the legal spending limit for the fiscal year. This includes all funds of the Village, which are the General, Motor Fuel Tax, Special Tax Allocation, Business District, and Debt Service funds. The General Fund appropriation is $33,581,212, and the Special fund's combined total appropriation is $5,978,725, which makes the total Village-wide Appropriation $39,559,937 for FY2024. The main reason for the increase versus the prior year is due to our municipal campus project construction costs. This Ordinance establishes a legal ceiling of spending, that the Village is authorized to do during the fiscal year and does not reflect the internally used budget document the Board passed in May 2023 when the fiscal year began.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to adopt Ordinance 23-2394. Final Resolution: Motion Carried

Action, Ordinance: C. ORDINANCE NO. 23-2395 - An Ordinance Designating Depositories for the Village of Bourbonnais, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Mrs. Latz explained this Ordinance updates the prior Ordinance and is required by State statute which sets the list of banks and financial institutions that the Village can use as a depository of Village funds.

Action, Ordinance: D. ORDINANCE NO. 23-2397 - An Ordinance Approving and Ratifying a Request for Change Order #8 Dated July 5, 2023 to the Bourbonnais Village Green (FIRST READING) > Following the first reading by Clerk Simeur, Mr. Van Mill explained this is Change Order #8 in the amount of $69,927 for several items: 1) water service line modification; 2) hydrant relocation, 3) water service to the green room for a restroom and ice maker; 4) masonry framed electrical boxes; and 5) sealing and staining the pavilion cedar planks.

Action, Ordinance: E. ORDINANCE NO. 23-2398 - An Ordinance Approving and Ratifying a Request of Change Order #9 Dated July 5, 2023 to the Bourbonnais Village Green (FIRST READING)

> Following the first reading by Clerk Simeur, Mr. Van Mill explained this is Change Order #9 which includes a modification of design having to add showers to the splash pad restrooms which is required by the Department of Public Health Department at a cost of $157,648.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2396 - An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Creating 2 Class P Licenses (FIRST READING) > Following the first reading by Clerk Simeur, Attorney Dunn explained the Ordinance will create two new Class P liquor licenses, which have both been applied for already.

Action, Resolution: B. RESOLUTION NO. 23-1541 - A Resolution Approving Registration, Travel, Meal, and Lodging Expenses for the 2023 Illinois Municipal League Conference

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Resolution 23-1541 by title only. Motion Carried

> Following the first reading by Clerk Simeur, Mr. Van Mill explained this is approving the travel expenses for the Board and Administration to attend the IML Conference in Chicago in September.

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to adopt Resolution 23-1541. Final Resolution: Motion Carried

Information: C. Administration Committee

> Trustee Serafini gave an update on events:

> Third Annual Food Truck Fest returns on Saturday, August 19 from 2:00 to 10:00 PM. Due to Campus construction, the event will temporarily be hosted at the Brickstone Brewery Production Facility. Food trucks, live music, a kid zone, activities, and more. Free admission for all. Sponsorship opportunities are available, please reach out to Marketing Manager Lindy Casey. Also, the Village is accepting applications for musicians or bands to open the event, interested parties may visit the Village website for details and the deadline is July 31 at 4:00 PM.

> National Night Out is on Tuesday, August 1 from 3:30 - 9:00 PM at Perry Farm Park. It's a free family event celebrating 39 years of promoting police community partnerships and neighborhood camaraderie. School supply bags will be available on a first come first served basis. Non-perishable food items will be collected to enter a raffle, along with food, games, bounce houses, live entertainment, and fireworks at dusk.

> Join the Village and Olive Branch Yoga for a special Yoga in the Park on Thursday, August 3 at 8:30 AM for "Gentle Flow & Singing Bowls" which is a slower, simple yoga flow, this is a free event at Cavalier de LaSalle Park.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 23-2399 - An Ordinance Authorizing the Execution of an Annexation Agreement by the Village of Bourbonnais, Illinois with Randall and Lynn Millikan for Lot 9 of Pottawamie Grove Second Subdivision (PIN 17-08-24-305-017) (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Dunn explained this is an annexation agreement for land at 1552 W 2250 Rd North. Mr. & Mrs. Millikan are looking to annex the current property in Kankakee County into the Village to build a single-family home.

Action, Ordinance: B. ORDINANCE NO. 23-2400 - An Ordinance Amending the Zoning Classification of Certain Property Owned by Randall and Lynn Millikan for Lot 9 of Pottawatamie Grove Subdivision (PIN 17- 08-24-305-017) in the Village of Bourbonnais (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Dunn explained this is the same property and it will be zoned as an R-1 single-family home.

> Trustee Keast gave an update from the building department:

> Currently have 7 new home permits issued compared to 21 last year.

> Total permits are up compared to last year, due to the campus project.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read a memo from Public Works Superintendent Terry Memenga:

> Marcotte Park renovations are finished.

> Inlet repairs were completed along MFT routes.

> MFT Pre-construction meeting will be held tomorrow, and we expect KVCC to begin work in the next few weeks.

> We are replacing 1,800 square feet of concrete sidewalks in 11 separate locations and are utilizing in-house labor.

> Terrace trees are being trimmed.

> At the 13-acre park/retention pond the trees were trimmed, and a bench was installed along the track near the end of Beaudoin.

> Walking path was sealed which connects Riverfront Park and Cavalier de LaSalle Park, along with the Municipal parking lot at Benoit Street was striped.

> Route 102 project continues; we expect milling operation to resume soon from Plum Creek to Route 45. This section of roadway is expected to be worked during the overnight hours.

> Paving project on 5000 North and 6000 North Roads is complete.

> We hosted a Locator University training session in which two of our team members were certified at this training.
