Village of Herscher Board of Trustees met Sept. 3.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner Jacob Wagner, and Andy Cotter. Skip Grigas and Gayle Landeck were absent. Also present, Village Clerk Heather Meredith, Chief of Police Kurt Quick, Public Works Keith Witheft, Attorney Chris Bohlen, and Janet Mau from The Herscher Pilot.

Andy Cotter moved to approve the Regular minutes of August 19, 2023; Jacob Wagner seconded. Motion carried. 4-0-1 Jeremy Bauer abstained as he was absent from the last meeting.

Jacob Wagner moved to approve the Executive minutes of August 5, 2024; Skip Grigas seconded. Motion carried. 4-0-1 Andy Cotter abstained as he was absent from the meeting.

Mike Bruner moved to suspend the agenda. Jacob Wagner seconded. All in favor; motion carried.

POLICE:

Skip Grigas moved to purchase a new police squad in the amount $57,771.20. Jacob Wagner seconded. Roll call taken: Gayle Landeck-absent, Jeremy Bauer-aye, Mike Bruner-aye, Skip Grigas aye, Jacob Wagner-aye, and Andy Cotter-aye. All in favor; Motion carried.

Kip Grigas motioned to accept the resignation of officer Terry Allison. Jacob Wagner, seconded. All in favor; motioned carried.

Skip Grigas moved to approve a Resolution State of Illinois Federal Surplus Property Program. Jeremy Bauer seconded. Allin favor; motion carried.

Chief Quick says that we have had a few curfew violations, Labor Day went well and he informed the Board of the Christmas Party on December 21st.

Mike Bruner moved to return to the regular agenda. Jacob Wagner seconded. All in favor; motion carried

STREETS:

Jacob Wagner said that the paving of Maple Street will start in about 2 weeks. We also had an issue with the alley apron behind the business district on W Myrtle and S Main Street. He says that a piece of rebar came up thru the concrete and scratched a vehicle. The person will be getting a quote to fix it and we would pay for it. Jacob says that he is looking into new banners and he is talking with the township about tar and chipping the alleys.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $90,607.04 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-absent. All in favor; Motion Carried.

Payroll presented totaled $22,493.09. Mike Bruner moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck absent, Skip Grigas- aye and Jeremy Bauer-aye. All in favor; motion carried.

PARKS:

Andy Cotter said that Labor Day went well besides the electrical issue that we usually have. We need to get that fixed by next year. Maybe switching to LED Lights at the ball diamond would help. The ditch along the tracks needs to be cleaned out it is so overgrown with trees and weeds. Andy met with JD Tree trimming and he gave Andy a quote to trim up or cut down evergreens at sims field. The consensus was to remove the trees.

WATER AND SEWER:

Jeremy Bauer said that a new hydrant was installed at the Quonset Hut. Keith Witheft said that we need to have power lines moved to have work done on well 8. The company doing the work says it is a liability for the lines to be that close to their equipment while they are working.

ORDINANCE:

Jacob Wagner moved to approve the final reading of Ordinance #24-3 Brew Pub. Skip Grigas seconded. Roll call taken Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, Jacob Wagner-aye, and Gayle Landeck-absent. All in favor; Motion Carried. Jacob said the Police have been called over to the Shover property. The stipulations we had put on the building permit included no police incidents at the house. They have made progress and we do not want them to stop but they did not follow the stipulations. Attorney Bohlen suggested we send a warning letter that if it happened again, we would issue a stop order. The Board concurred and Attorney Bohlen will draft.

OLD BUSINESS:

NEW BUSINESS:

Mike Bruner made a motion for Trick or Treat hours October 31, 2024, from 4pm-7pm. Skip Grigas seconded. All in favor, motion carried.

Skip Grigas moved to donate $500 ($250 from the Village $250 from the Police) to the Herscher Unit 2 PTA Walk-a-thon from The Village of Herscher and the Herscher Police Department. Jeremy Bauer seconded. Roll call taken: Gayle Landeck-absent, Jeremy Bauer-aye, Mike Bruner-aye, Skip Grigas aye, Jacob Wagner-aye and Andy Cotter-aye. All in favor; Motion carried.

OPEN TO THE FLOOR:

Heather Meredith says that Carmen Huzinga will be at the next meeting to present the audit.

Motion to adjourn by Skip Grigas. Seconded by Jacob Wagner. All in favor. Motion carried
