The City Council meeting was called to order by Mayor Allhands at 6:30pm via phone. Present were Aldermen Marcier, Cahoe, Anderson, Miller via phone, & Alderwoman DeLahr & Rohlfs. Absent Aldermen Barragree & Muench
A Motion was made by Marcier, seconded by Rohlfs to Approve City Council Regular Meeting Minutes from November 26th, 2024, Motion passed 6-0

Ordinances, Resolutions, Agreements & Proclamations
• Resolution 2024-5- Expressing the City of Watseka’s Intent to Consider Designating an Area Identified as the “North Study Area” As A Tax Increment Financing Redevelopment Project Area
• First Amendment to the Agreement between the City of Watseka and Robinson Engineering LTD for Engineering Services Related to Lead Water Service Line Material Inventory

A Motion was made by Marcier, seconded by Cahoe Claims in the amount of $636,799.78. Motion passed 6-0.
A Motion was made by Marcier, seconded by Cahoe Accept and place on the file the November Treasurers report. Motion passed 6-0.
A Motion was made by Marcier, seconded by Cahoe 4-2 with Alderman Anderson and DeLahr voting no Mayor voted yes. Marty Worby Contracting Inc $12,685 for the temporary roof at 100 W Walnut St. pay from 1-10-6016 (hotel/motel/Promotions fund).
A Motion was made by Marcier, seconded by Cahoe transfer $50,258 from 30-50-8000 (water fund) into 61-10-9000 (2019 bond repayment fund)Motion passed 6-0.
A Motion was made by Marcier, seconded by Anderson transfer $50,258 from 30-50-8000 (water fund) into 61-10-9000 (2019 bond repayment fund) Motion passed 6-0.
A Motion was made by Marcier, seconded by Cahoe transfer $193,477 from 36-10-1000 (infrastructure fund) into 63-10-9000 (2022A bond repayment fund) Motion passed 6-0.
Public Works/Water Wastewater
A Motion was made by Cahoe, seconded by Anderson Peerless Midwest- Well 12- $284,180.69 to be paid with ARPA money. Motion passed 6-0.
A Motion was made by Cahoe, seconded by DeLahr Glenn Raymond $5,000 sewer credit. Motion passed 6-0.
A Motion was made by Cahoe, seconded by Rohlfs Ruder Technologies $4563 for CCTV Security Camera Upgrade. Motion passed 6-0.
A Motion was made by Cahoe, seconded by Rohlfs 2 Valves for WWTP RAS Pumps and 8 for the WWTP drying bed transfer valves from Core & Main $10,600. Motion passed 6-0. Loren Public Works Director shared that the city was approved for the OSLAD Grant, and that he did not get the prices in time for the agenda for a 3-ton truck next month for the public works agenda.

Miscellaneous Business
A Motion was made by Marcier, seconded by Cahoe to Appointment of Roger Dittrich to the Hospital Board. Motion passed 6-0.
Appointment of Police Chief-No action was taken some discussion was had that the salary needs to be public knowledge, the 2 mayoral candidates meet to discuss this. Alderwoman DeLahr would like to put some numbers together. Alderwoman DeLahr will have these numbers in January, Nita Dubble asked what do we do now the candidate is possibly from out of state, some discussion was had to talk to Chief Douglas about staying on a little longer or possibly someone else as interim.
