Village of Herscher Board of Trustees met Feb. 26.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the following Trustees present: Jeremy Bauer, Skip Grigas, Gayle Landeck, Mike Bruner, and Jacob Wagner. Andy Cotter was absent. Also present Police Chief Kurt Quick, Village Clerk Heather Meredith, Grant Park Police Chief Carl Frey, Village Attorney Chris Bohlen, Herscher Pilot Editor Janet Mau, Barb Schneider, and Mayor Steve Schneider of Buckingham.
Village President Shannon Sweeney said the reason for the meeting is to discuss starting an Adjudication Program. Chief Quick told the Board he holds a large amount of Stop Arm Violations. The Chief spoke with States Attorney Jim Rowe and Jim advised him to start an adjudication court for the Village. If an adjudication court was started, we could issue tickets for code, ordinance and traffic. Chief Frey said that when Grant Park started the adjudication court, they got so much response. They meet once a month and pay a hearing officer. He explained the process that they use for ticket issuance and hearings.
Chief Quick said that we would need to have other local Villages go in with us to make this worth our while. He has reached out to multiple communities, and they are interested in joining in if we proceed. Attorney Bohlen doesn’t think that the stop arm violations are something that we can write since most of them didn’t occur in the Village and they are moving violations so the Secretary of State would want to know about the citations. Bohlen said code and ordinance violations are acceptable to use the adjudication court for. Bohlen says that he will speak with Jim Rowe to verify. We would need to hire a hearing officer for the hearings. The plan would be to meet once a month and possibly every other month in the winter.
Other Necessary Business:
Chief Quick says that the school district has approached him about an additional SRO. The school attorney advised them not to hire a retired officer as a security guard. We will need to decide if this is something we want to pursue.
