Bradley Elementary School District No. 61 board reviews reports at meeting

The Bradley Elementary School District No. 61 board of education met Thursday, May 12.

The board oversees all matters related to schools in District 61.

Regular Board Meeting May 12, 2016

The regular meeting of the Board of Education of Bradley Elementary School District No. 61 was held on May 12, 2016, beginning at 7:00 pm at the District Office. President Golwitzer called the meeting to order and thereafter presided.

On roll call the following members voted; Present: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Also present: Superintendent Goselin and Director of Finance, Tamara Mitchell; Building Principals: Dave Andriano, Mike Hahs, Mark Kohl and Assistant Principal Trisha Anderson. Also present Director of Curriculum Tricia Nagel. Absent: Helgeson and Geraci

Pledge of Allegiance was led by Student Council Member – Keelan Hansgen.

On the recommendation of the Superintendent a motion was made by Trudeau seconded by Whalen to adopt all items on the Consent Agenda; Exception: None 1) Approve Regular Board Meeting Minutes of April 14, 2016; 2) Approve Accounts Payable and Payroll; 3) Approve District Fees, Breakfast and Lunch Prices for 2016-17 School year; 4) Approve the reimbursement of the Imprest Account; 5) Award bid for bulk gasoline and diesel fuel to Heritage FS Inc. Fuel Service for the 2016-2017 school year. 6) Review IASB Issue 91 Draft of District Policies – New Policies and Updates: 6:130 Instruction - Explorer Program 7:150 Students - Agency and Police Interviews; 7:190 Students - Student Behavior (Formerly – Student Discipline); 7:200 Students - Suspensions Procedures; 7:210 Students - Expulsion Procedures; 7:220 Students - Bus Conduct; 7:240 Students - Conduct Code for Participants in Extracurricular Activities; 7:305 Students - Student Athlete Concussions and Head Injuries; 7:190-E3 Students - Exhibit — Memorandum of Understanding (NEW).

On roll call the following members voted Aye: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

Recognition of Excellence included: 1) Bradley School District 61 Longevity Recipients / Retirements per list; 2) Bradley Central Career Day; 3) Bradley Central IESA Organizational Contest – First Division Ratings and voted “Best of Day”; 4) Bradley Central Student Council – Honor Council.

Public comments: Mr. Kohl and Mrs. Sharp addressed the successes of the students. BC Student Council made presentation to board and others in attendance.

Board Member comments: Board member Golwitzer expressed pride in the achievements of Bradley Central Students in the IESA Organizational Contest and Student Council. Dr. Goselin Offered his congratulations.

The Committee Reports included:

The Kankakee Area Special Education Cooperative: Representative, Superintendent Goselin

and Mary Schubert reported that decisions regarding transition of KASEC location and staff continue; Ongoing plan to sell the building.

The Building Committee — Meeting held on May 11, 2016 at 12:00 pm – A continued review of Summer Projects.

Salary / Finance Committee — No Meeting this Month.

Executive Committee – Monday, May 9, 2016 at 7:15 am—Review of Board Meeting Agenda.

Parent Engagement Committee — No Meeting this Month.

The Superintendent’s Report included: 1) Students enrolled in District – Total 1589 – (-24 from last year) East 497 + Pre-K 135 = 632, West 472, and Central 485; 2) Presentations (Marie and Trisha) SB 100 – Student Discipline; 3) Reports/Updates; Legislative Update / Legislative Reports; Para-pro Letter regarding change in pay status due to Fair Labor Standards Act; School Fees, Lunch and Breakfast Prices 2016-2017 – May Approval; On-line Registration – Live May 16, 2016 – Additional Letter to go home with report cards; Aesop – Attendance / Substitute Teacher Caller – Live April 11, 2016; Proposed School Times for 2016-2017; District Dinner – April 22, 2016; Grapevine and Handbook now online; 4) Financial Update — Mrs. Mitchell – Pending Budget from State; 5) Statement of Economic Interest - Due May 1, 2016; and 6) Board Meeting July changed from the 14" to the 21"; 7) Official Request for Freedom of Information – None

Principal Report: Dave Andriano, Principal at Bradley West School, reported: 1) School Spelling Bee is May 13"; 2) Pilot Science Test starting May 16"; 3) Field Day is May 24"; 4) 5" Grade Band Concert on May 25".

Principal Report: Mike Hahs, Principal at Bradley East School, reported: 1) Second grade classrooms and halls are decorated like Habitats; 2) First Grade Spring Concert is May 23"; 3) Teacher Appreciation Week – thank you to PTA; 4) May 4" – Professional Development – Active Shooter Training; 5) Picnic on the Lawn – Friday, May 13"; 6) BRTI Carnival on May 24"; 7) End of Year Assessments – DRA, EGSI, DISCOVERY; 8) Last day for PreK May 24"; 9) Details of end of year field trips.

Principal Report: Mark Kohl, Principal at Bradley Central Reported: 1) Career Day was a huge success; 2) Student Council Honor Award – presentation from Mrs. Sharp and students; 3) Spring Choral Concert May 16" at BBCHS; 3) Spring Band Concert on the 18" at BBCHS; 4) Kan Will 2016 Coach of the Year - Coach Wolford; 5) Teacher Appreciation Week.

Director of Special Services Report: Marie Stover, Director of Special Services, reported: 1) Special Education: Extended School Year will take place from June 20" to July 14" at Bradley East; Annual Reviews ongoing; ISBE Focus Monitoring — working on restructuring support to increase participation; 2) Early Childhood Education; Preschool for All Amendment was approved; 3) English Language Learners – staff relocation / structure and vision for 2016-2107 School Year.

Curriculum Director Report: Tricia Nagel, reported: 1) Standard Based Grading & Reporting Teach — Finalized Rubric; 2) District Science Team to implement NGSS next year; 3) Professional Development – SIP Day May 4, 2016–Active Shooter Training; 4) IASBO Annual Conference; 5) Family Engagement on May 16 @ 4:00 pm.

A motion to go into Executive Session at 7:55 PM was made by Trudeau seconded by Golwitzer to discuss the appointment, employment, compensation, discipline, performance, dismissal or complaints [5 ILCS 120/2(c)(1)]; student disciplinary cases [5 ILCS 120/2(c)(9)]; and discussion of minutes of meetings lawfully closed under this Act [5 ILCS 120/2(c)(21)].

On roll call the following members voted Aye: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

A Motion to Reconvene to Open Session was made at 8:29 PM by Trudeau seconded by Whalen. On roll call the following members voted Aye: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

On the recommendation of the Superintendent a motion was made by Trudeau, seconded by Whalen to approve the April 14, 2016 Executive Session minutes.

On roll call the following members voted Aye: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

On the recommendation of Golwitzer, a motion was made by Trudeau, seconded by Schubert to approve the personnel employment / transfer recommendations as presented: 1) Employment of Fred Wolff — Director of Maintenance/Buildings & Grounds (Effective May 9, 2016); Kristi Colbert – Special Services Secretary (Effective July 1, 2016); Mary Sparacio – Bradley East Clerk (Effective July 28, 2016); Courtney Krokson – Bradley West 4" Grade Teacher (20162017 School Year) and Beth Hoffman – Bradley East Early Childhood Teacher (Sepmeel) (2016-2017 School Year); 2) Approve the Transfer of Amilee Maricle – Bradley Central 6 Grade Math Teacher (Bradley Central ELL); Michelle LaCost – Grades 6-8 Hearing Impaired Program (Bradley West Resource)(Possible out of District); Amy Thompson – Grades K-5 Hearing Impaired Program / Co-teacher (Bradley East Communication Disorder)(Possible out of District); Tim Ehrenfeld – Adapted PE/Special Education (Bradley Central Social/Emotional); 3) Ell Staff Transfers per attached list. b?f

On roll call, the following members voted Aye: Geraci, Golwitzer, Hasemeyer, Helgesen, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

A Motion was made Trudeau and seconded by Whalen to approve the resignations as presented: 1) Rebecca Ferebee (Bradley Central 6" grade Math) and 2) Tracee Thompson (P/TNurse’s Aide at Bradley East) effective at the end of the 2015-2016 school year.

On roll call, the following members voted Aye:, Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

A Motion was made by Golwitzer and seconded by Hasemeyer to approve the recall of Para-Pros and Media Clerks for the 2016-17 School Year per attached list.

On roll call, the following members voted Aye: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

A Motion was made by Hasemeyer and seconded by Schubert to approve 2016-2017 Non-Teaching Salaries at an increase of 3%; Salaries of Custodial and Café will be frozen for 2016-2017 school year, excluding the Food Service Director. In addition, there was discussion regarding the employment of a Behavior Specialist and Contracts for 2016-2017 school year for District Administrators.

On roll call the following members voted Aye: Golwitzer, Hasemeyer, Schubert, Trudeau and Whalen. Absent: Geraci and Helgeson Nays: None Motion carried.

Reviewed Student Disciplinary Cases (Student Discipline — 51LCS120/2C(9)) – Students with over 5 days of Out of School Suspensions.

Correspondence and Announcements: Thank you received from the United Way; Margie Beach, and the Laura Burkhalter Family.

A motion was made by Trudeau, seconded by Hasemeyer to adjourn the meeting at 8:43 pm
